In 2004, Guo Pengfei was transferred to Licheng to participate in the anti-pick-pocketing campaign while searching for his missing fiancee Fang Hui. Guo and the new recruit Li Tang formed a partnership, tracking down the theft ring behind the cornea case, during which they met Li Xiaolian, the clinic doctor. After an investigation, the anti-pick-pocketing team identified the mastermind of the theft ring, known as "Buddha," and launched a sweeping operation against the ring and other criminal groups.
